This is part of the To the Tainted Gorge story quest chain. It is preceded by the quest Strange Attractors, and followed by the quest Answers Lead to More Questions.

Demons are involved? You're kidding. Took Leander actual research to say that?
At any rate, got a mission for you. Runekeepers are chiseling runes out of any flat surface they can find. Beat down the demons and bring me the runes.
Perhaps we'll discover just what they're after.
Bleh. These runes mean nothing to me. This green one looks like something with tentacles on its face.
Oh, well. Runekeepers are demons. They're still worth killing.
Sersine's agitated about something - or as agitated as a high elf gets. Report to her and do what you can. And you might as well brings the runes along.
While the runes led nowhere, this next task might.
Kugai wanders along the road, enforcing the peace amongst the demons, and barking out orders.
He must be slain. If nothing else, the death of the most powerful enforcer might start the demons fighting amongst themselves.
This codex is an unexpected bonus! It's difficult to read. Demons aren't my area of expertise.
Perhaps Leander or Eria can translate it. Then we'll have our answers.
Summary Upon Completion[]
You killed runekeepers in an attempt to decipher what the demons are up to in the Tainted Gorge, but to no avail.
Sersine, however, ordered you to kill the demonic enforcer, Kugai. You recovered a codex from his corpse, which may reveal more about the dark forces on the Island of Dawn.
